Biography

Kelvin Reynolds grew up in Southeast London and set out to be a civil engineer — until a failed physics exam changed his path. He was offered an alternative role in a traffic signal team and, as he puts it, started down the long road to parking. He has never looked back.

In 1970, Kelvin spent twenty-five years in the public sector before landing at the City of London — the famous one-square-mile — where he led the development and deployment of the world's first digital electronic parking meter and introduced credit and debit card payments for on-street parking in the UK. In 1997 he joined the private sector at [then] Europe's largest retail and leisure destination, Bluewater, where he devised and developed integrated travel plans and innovations in parking for over 13000 vehicles and services to over 350 stores. He also inspired the remodeling of the entire local public transport network.

In 2004, he joined the British Parking Association, where he would spend the next two decades shaping the profession from the inside out. He created the Safer Parking Scheme, the Approved Operator Scheme, and the RECiPE programme, which enabled civil parking enforcement across England and Wales. He led the establishment of PoPLA — the first independent appeals service for private land parking. He was instrumental in establishing the Parking Code of Practice Act in 2019. He exported the Safer Parking Scheme to Vancouver. And he helped found the European Parking Association in Brussels.

In 2016, he received a Lifetime Achievement Award for services to the parking profession. In the 2026 New Year Honours, he was awarded MBE for services to traffic and parking management by His Majesty King Charles III.
