Biography

In 1957, a young man parked his first car at Los Angeles International Airport. That moment launched one of the most extraordinary careers in the history of our industry.

Gill Barnett spent the next two decades helping build Ampco System Parking into one of the largest operators in the Western United States. Then, in 1974, he did something bold — he started over, with a new idea and a new company.

Parking Concepts, Inc. was founded on a principle that was revolutionary at the time: that culture, integrity, and genuine care for people mattered more than revenue. In a field focused almost entirely on profit, Gill focused on something different. Time has proven him right.

Over the next fifty years, PCI grew into a nationally respected parking and transportation company. Gill also founded Transportation Concepts in 1982 and PCI Municipal Services in 2020 — still building, still innovating, well into his eighties.

He served as President of the Parking Association of California and on the Executive Board of the National Parking Association, shaping policy and raising standards across the profession.

But those who know him best say his greatest achievement isn't the companies he built — it's the people he lifted along the way.
